This system had been in place since Amtrak started operations in 1971, but had begun to change in 1983 when Amtrak absorbed T&E crews on the Northeast Corridor and the Auto Train (Lorton, Va.-Sanford, Fla.). After reaching agreements with the Brotherhood of Locomotive Engineers and the United Transportation Union, the company began to directly employ engineers, conductors, assistant conductors and firemen who had previously provided passenger services under contracts with various freight railroads.
